The recent COVID-19 pandemic and the current outbreak of avian influenza in U.S. dairy herds provide ample evidence of the problems faced in rapidly detecting and responding to infectious disease outbreaks. A biosurveillance intelligence, surveillance, and reconnaissance system could address these gaps.

Pushing People into Poverty and Public Health Crisis: Maryland's Recent Energy Cost Increases Could Add Up to an Equity Disaster

In March, utility prices began increasing throughout Baltimore City and in nearby counties. Prices will continue to increase over the next two years. The Department of Energy is working directly with communities affected by undue energy burdens to better understand how to improve the equity of the energy system. Maryland could follow that example.

Getting the 988 and 911 emergency telephone systems to work in concert requires detailed planning and close cooperation, and such efforts may benefit from having one or two people at the local level who act as champions for interoperability.

Not Enough to Just Replace Lead Pipes

From late 2023 to early 2024, residents of St. Croix were directed to drink bottled water and then to boil their water to be sure it was safe after testing found elevated levels of lead and severe discoloration in parts of the water distribution system. As the drinking water emergency on St. Croix moves out of crisis stage, officials will need to build public trust and a resilient water system.
