Most RAND publications can be downloaded in their entirety for free from rand.org—no account required. Browse reports by topic or conduct a search.

Print copies of many of our publications are also available for purchase from rand.org. All documents ordered through RAND must be prepaid by check, money order, or credit card. We accept Visa, MasterCard, and American Express.

Our Customer Service representatives are available to help you order print copies of RAND publications. Customer Service is available from 8 a.m. to 5 p.m. EST, Monday through Friday, except U.S. holidays. We make every effort to ship orders within two to three business days if the order is prepaid and stock is available.

Third-Party Distributors

Many RAND titles are also available for purchase via our distributors in the United States and Europe.

Commercial Publishers

Periodically, RAND researchers publish with commercial presses. These books are not available from RAND but can be acquired directly from the publisher or book resellers, except in cases where the rights have reverted to RAND and we have republished a new edition.

Additional Ordering Information

Instructor Copies

RAND can provide book review copies, examination copies, and desk copies.

Requests for examination copies by college and university instructors will be honored if submitted in writing on the institution's letterhead or by email using an educational institution email address with a link to an institutional web page that verifies instructor credentials. Exam copies are $5 each for shipping/handling and must be prepaid via check, Visa, Mastercard, or American Express. Copies will only be shipped to a college or university address.

Requests must contain the following information:

• Text(s) for adoption
• Name of institution
• Name of class
• Expected enrollment
• Name of previous text used
• Date of first semester in which document will be used.

Desk copies are available at no charge with evidence of an order placed with a bookstore and the name of the course for which it will be used.

Delivery and Shipping/Handling Charges

For orders shipped within the United States, we offer the option of delivery via the U.S. Postal Service or FedEx. The shipping and handling charge is $6 for each publication.

For orders shipped outside of the United States, all orders will be shipped using International First-Class Air. The shipping and handling charge is $15 for each publication.

Sales Tax

Sales tax is applicable on purchases shipped to addresses in California, Massachusetts, Pennsylvania, and Virginia according to their tax laws:

• California Sales Tax: 10.25%
• Massachusetts Sales Tax: 6.25%
• Pennsylvania Sales Tax: 7%
• Virginia Sales Tax: 6%

If your organization maintains a tax-exempt status, RAND requires submission of a copy of your organization's tax exemption certificate, containing your status number, in order for us to waive sales tax.

Returns Policy

RAND does not accept returns for refunds or credits. If we have shipped you the wrong product, we will immediately ship you the correct title at no expense.

Bookstores, wholesalers, libraries, and jobbers are encouraged to process orders through one of our third-party distributors. They will be happy to process your order on account and can advise you of their return policy.

Temporarily Out-of-Stock Items

RAND makes every effort to ensure that our research is readily available in print whenever possible. If you would like a physical copy of a title that is temporarily out of stock, we will place a backorder for you and charge your credit card or process your check or money order at that time. The title will be shipped immediately upon availability, typically within five to ten business days.
