Heather L. Schwartz

Vice President and Director, Education and Labor; Director, Senior Policy Researcher; Codirector of American School District Panel and American Youth Panel

Heather Schwartz is the vice president and director of RAND Education and Labor. She has led large-scale studies on education topics spanning preschool to high school. As codirector of two survey panels at RAND, she routinely poses questions to youth and to school district superintendents on a wide range of topics. Her methodological skills include survey design, qualitative data collection methods, and benefit-cost analyses. Schwartz earned her Ph.D. in education policy from Columbia University.
