Vice President, Global Research Talent; Professor of Policy Analysis, RAND School of Public Policy

Melissa K. Rowe is vice president, Global Research Talent at RAND with over 20 years of senior executive experience. She is also a professor policy analysis at the RAND School of Public Policy. Rowe is the CEO's principal strategic advisor on the development and sustainment of RAND's global research talent base. She oversees a multidisciplinary staff of approximately 1,600 scientists, analysts, and research support professionals, encompassing over 100 different disciplinary backgrounds across five research departments. Rowe founded the Methods Centers at RAND and currently leads RAND's Everyday AI for Researchers Initiative and RAND's Global Scholar Program. She has served on multiple nonprofit advisory boards including Development Partner Institute, XPRIZE Foundation Braintrust, Oxford Global Ethics and Human Rights, Conscious Good, and New Roads School Board of Trustees. Her research interests include mental health, complimentary and integrative health, K–12 education policy, workforce development, organizational leadership, change management, space, and emerging technology and innovation. Rowe received her Ph.D. in clinical psychology from the University of California, Los Angeles and completed her clinical internship at Western Psychiatric Institute and Clinic in Pittsburgh. She received her B.A. in psychology from Pennsylvania State University.
