Prior to his fellowship, Brian G. Sattler served as Deputy, Office of Legal Policy and Program Development, at Coast Guard Headquarters in Washington, DC, where he oversaw the legal program's talent management, $3.5 million annual budget, professional development, and legal policy for a workforce of 500 attorneys and support staff.

Prior to his fellowship, Doug Graul was the Deputy Program Manager for the Waterways Commerce Cutter (WCC) Program Management Office, where he was responsible for a Department of Homeland Security $1.4B, Level I, acquisition program to replace the Coast Guard's aging fleet of river tenders, construction tenders, and inland buoy tenders.
