Jim Mignano

Assistant Policy Researcher, RAND, and Ph.D. Student, RAND School of Public Policy

Jim Mignano is a Ph.D. student at the RAND School of Public Policy and an assistant policy researcher at RAND. His research focuses on financial technology and national security, with an emphasis on the role of Central Bank Digital Currencies in global financial networks, data sovereignty, and geopolitical influence. Jim's dissertation examines how CBDCs, particularly China's e-CNY and the European digital euro project, impact U.S. financial statecraft, international data governance, and the evolution of global economic power.

Prior to joining RAND, Mignano was an information technology consultant at Portland State University, where he helped administer a statewide early-learning workforce development data system. He previously served as executive director of Emma's Garden, a nonprofit market garden incubator. He has an M.S. in political science and an M.Phil. in policy analysis.
