Policy Analysis and Technical Assistance for Emerging Issues in Health and Human Service Policy

Under this contract, RAND provides flexible analytic and technical assistance to the DHHS through quantitative and qualitative analyses, statistical modeling, evaluation design, expert convening, and other technical support to inform policies on health care access, equity, coverage, and public health priorities.

Agency for Health Care Research and Quality (AHRQ)

Accelerating Change and Transforming Organizations and Networks (ACTION) 4

RAND is a prime contractor on this AHRQ-wide contract supporting field-based delivery system research that studies the development and testing of interventions designed to improve care delivery, as well as the dissemination and implementation of successful care delivery models in diverse care settings.

Centers for Medicare & Medicaid Services (CMS)

Research, Measurement, Assessment, Design, & Analysis (RMADA) 2

RAND is a prime contractor under CMS's RMADA 2 IDIQ contract to provide analytic support and technical assistance activities in support of models and demonstration programs created or derived under the auspices of the Patient Protection & Affordable Care Act (ACA), the Medicare Access and CHIP Reauthorization Act (MACRA), other non-ACA statutes, and future health reform legislation.

Measure and Instrument Development and Support (MIDS)

RAND is a prime contractor under CMS's MIDS IDIQ contract to provide analytic and technical services to develop standardized quality measures that assess the quality of health care services provided by hospitals and other health care organizations nationwide in areas clinical quality of care, care coordination, population and community health, safety, person- and caregiver-centered experience and outcomes, and efficiency and cost reduction.

Health Resources and Services Administration (HRSA)

Organ Procurement and Transplantation Network (OPTN) Transition IDIQ

RAND is a prime contractor in this IDIQ contract that supports HRSA OPTN Modernization Initiative and provides strategic and administrative support services necessary to ensure OPTN functions operate effectively. Functions supported through the services and logistics delivered under this IDIQ include OPTN membership, IT network operations while new IT infrastructure is built, IT security and privacy, budget, finance, policy, data, and administration.

Advisory Services in Areas of Health Care Financing and Medicare

RAND is a prime contractor under MedPAC's Advisory Services in Areas of Health Care Financing and Medicare IDIQ to provide analytic and support services to complete a range of identified projects addressing topics in health care financing and Medicare.

Patient Centered Outcomes Research Institute (PCORI)

Analytic and Operational Support for the Engagement of the Public and Patients (AOSEPP)

RAND is a prime contractor under the AOSEPP contract to provide programmatic and analytic support for PCORI's Engagement Department, which provides services aiming to enhance PCORI's understanding of whether and how the structure and process of engagement work may lead to research that is more relevant, better understood, more usable, and more used in actual practice.

Research Synthesis and New Technology (RSNT): Systematic Reviews, Rapid Reviews, Evidence Maps, and Other Evidence Synthesis Products

RAND is a prime contractor under the RSNT Contract to support the conduct of systematic reviews, rapid reviews, evidence maps and reviews with web‐based interactive visual products, descriptive reviews of new technologies, and other evidence synthesis products.

Veterans’ Health Administration (VHA)

Accelerating VA Innovation and Learning (AVAIL)

RAND is a subcontractor to Accenture under the AVAIL, which aims to support the work of the Veterans Health Administration and the Office of Healthcare Innovation and Learning at the department. Task orders supported by this contract fall into five innovation category areas: personalized care, data transformation, digital care, immersive technology and care and service delivery models. The contract vehicle aims to supply subject matter expertise to help develop and pilot novel solutions that can subsequently be scaled into clinical production.

Federally Funded Research and Development Centers (FFRDCs)

RAND provides the federal government with support and services through the following FFRDCs, long-term sole-source contracts between the private sector and the federal government to conduct research in the national interest that cannot be conducted as effectively by the sponsoring agency or existing contractors. RAND operates three FFRDCs and is a partner on another.

CMS Alliance to Modernize Healthcare FFRDC

RAND is a subcontractor to MITRE under this FFRDC through the CMS, which also serves all federal agencies with health and human services missions, such as CDC, Food and Drug Administration, National Institutes of Health (NIH), HRSA, Administration for Children and Families (ACF), and others.
