Carolyn Bull Appointed Director of RAND Australia

Carolyn Bull, a leading Australian national security expert, has been named the new director of RAND Australia, effective February 25, 2025.

Bull brings a wealth of strategic leadership credentials to the post, including roles in the intelligence community, academia, international development, and foreign service. Most recently, she served as the deputy head of the National Security College at the Australian National University (ANU), and prior to that she held several senior analytic roles in the Office of National Intelligence.

“Carolyn's experience and leadership will be critical as we engage with policymakers in both Australia and the United States to address security threats in the Indo-Pacific,” said RAND President and CEO Jason Matheny. “I look forward to working with Carolyn to expand RAND's reach on these topics across both continents.”

Bull holds a doctorate in politics from the University of New South Wales and undergraduate degrees from ANU in Asian studies and economics. Her current research interests include social license in national security, resilience, hybrid threats, and Australian statecraft in the Indo-Pacific.
